As indicated in previous conversation it is of great impert-

mon with a view to establishing responsibiliầy that the true

fanta as to what actually took place on September 16th should be

elicited by joint emiry at which evidence and witnesses on

both sides could be interrogatet.

The facro lovermaent has notordingly appointed an Portugues

delagate Dr.Janillo Alzeida Pessanha and would walos.ie 'tr.Luk

King-for, or any other officer whom the Frangtung Government may

sen fit to appoint as Thinase delegate.

Should it be possible for the tro delegates to arrive at a

unanimous-firing on the evidence nothing could be better, but

in case there should be a differmoe of oyinion it is advisable

that an layartial party be either added to the omission or

adopted as arbiter. The Consul-Jeneral for "rande or the Consul

for Italy at Rongkong are accordingly suggested as fit and proper

persons, not hitherte concerned in the negotiations, to not as such
